Adaptive Cloud Enterprise Framework for Secure Financial Systems AI Governance and Intelligent Workload Automation
Abstract
The rapid integration of artificial intelligence (AI) and automated workload management within the financial sector has introduced unprecedented efficiencies alongside severe security and compliance vulnerabilities. This paper proposes the Adaptive Cloud Enterprise Framework (ACEF), a novel conceptual model engineered to harmonize intelligent workload automation with rigorous AI governance across multi-cloud financial ecosystems. As financial institutions increasingly rely on dynamic AI models for high-frequency trading, fraud detection, and credit scoring, traditional static cloud architectures fail to provide the real-time risk mitigation and computational agility required. ACEF addresses this gap by implementing a decoupled, zero-trust architecture that pairs automated microservice orchestration with continuous, policy-as-code AI compliance auditing. By utilizing adaptive telemetry, the framework dynamically shifts intensive AI workloads across hybrid cloud boundaries to optimize performance, maintain strict data residency compliance, and prevent cascading system failures. Furthermore, the framework integrates an immutable ledger system to log AI decision pathways, ensuring full auditability and mitigating "black-box" regulatory risks. This research demonstrates that ACEF significantly enhances operational resilience, reduces systemic latencies, and provides a foolproof compliance mechanism for modern banking environments. Ultimately, the framework establishes a benchmark for secure, scalable, and autonomous financial cloud operations.
